▪️ The main military-political event of the past week was not even an increase in Russian strikes, but a clear change in Moscow's approach to their use. Kyiv, which for a long time remained relatively protected from systematic strikes on transport infrastructure within the city itself, has been receiving strikes on Dnieper bridges, energy facilities, logistics and other targets for several days in a row. Attacks on the capital region continued into Sunday night.
Moscow's public rhetoric has also changed. The Supreme Leader at "Valdai" directly linked Russian retaliatory actions to Ukrainian attacks on Russian refineries, civilian vessels and other facilities. The Kremlin then stated that the enemy will continue to pay the price for its actions, and on October 3, the Russian Foreign Ministry officially warned foreigners and diplomatic mission staff about the dangers of being in Ukraine and announced the continuation of mass retaliatory strikes.
In other words, the response is now being commented on at the level of the Supreme Leader and the foreign policy ministry itself, and the series of strikes on Kyiv demonstrates that previous de facto self-imposed restrictions have been substantially reconsidered at minimum. Sources claim, that the internal cycle for coordinating a number of targets has also shortened: a noticeably higher pace of decision-making is evident.
▪️ Kyiv is most indicative in this regard. Since October 1, Russian UAVs have consistently attacked the Southern Bridge. The roadway and trolleybus contact lines were damaged, and traffic from the left to the right bank had to be blocked.
The consequences turned out to be far wider than damage to several sections of roadway: Kyiv is located on both banks of the Dnieper, with more than a third of residents living on the left bank, while a significant portion of jobs, administrative institutions and businesses are located on the right bank. Restrictions on several crossings simultaneously led to massive traffic jams, overcrowded public transport, changed routes and multi-hour delays.
This is where the meaning of what is happening becomes clear. A bridge does not need to be destroyed to achieve an effect. The regular threat of repeated strikes itself forces restrictions on movement, stops transport, requires inspections and redistributes flows to remaining crossings. For military logistics, this means the same problems: concentration of flows on fewer routes, increased transfer time and the need to constantly account for the threat of a new strike.
▪️ The accumulated effect for ordinary life in the enemy capital is even more serious. This week, strikes affected energy facilities, transport, storage facilities, communications and urban infrastructure. After strikes on the power system (including substations from the Rovno NPP), emergency blackouts were introduced, and Ukrenergo called for limiting consumption. At the same time, reactive "Gerans" passed toward Kyiv and Kyiv Region several times, drastically reducing air defense reaction time.
There is also an information effect. This week, Zelensky's messages about international support, new weapons and diplomatic contacts within Ukrainian information space were constantly interrupted by reports of new "Gerans," blocked bridges, traffic jams and blackouts.
